GSA DIGIT: Modernizing IT Infrastructure with AI and Automation
In 2021, Empower AI (then NCI) was awarded a $807 million task order by the General Services Administration (GSA) — the largest single contract in the company’s 30+ year history.
GSA DIGIT is a multi-year contract to modernize the General Services Administration’s IT infrastructure using AI, automation, and emerging technologies to enable a fully digital service delivery model across the agency.
This was a watershed moment that solidified Empower AI’s leadership in public sector AI and infrastructure modernization.

Positioning Empower AI’s AI-as-a-Service platform as a transformational enabler for GSA

JSP: Modernizing the Pentagon's IT Backbone with AI and Automation
The Joint Service Provider (JSP) delivers over 80 IT services and supports 55,000+ users across the Pentagon and National Capital Region. As part of a $500M+ contract award, Empower AI (NCI) was selected to help JSP modernize critical IT systems, defend cyber terrain, and scale operational AI across infrastructure and service desk functions.
This win was a result of years of strategic engagement, product innovation, and direct partnership-building with JSP leadership.

Led AI strategy and messaging across multiple briefings and client presentations
Delivered technical demonstrations and narrative storytelling using the SHAI (Scaling Humans with AI) framework
Created and presented content highlighting how 36% of JSP service desk tasks could be AI-enabled
Positioned Empower AI’s capabilities in automation, DevSecOps, and machine learning to align with JSP’s dual mission of operational resilience and innovation
Contributed to proposal development, account strategy, and ongoing client communication

CMS: Advancing Medicare Integrity and Appeals Processing with AI and Automation
In 2021, Empower AI (formerly NCI) deepened its 20-year partnership with the Centers for Medicare & Medicaid Services (CMS), winning three major contracts across the Comprehensive Error Rate Testing (CERT), Payment Error Rate Measurement (PERM), and Hearings and Applications Support (HAS) programs.
On the CERT program, Empower AI deployed 40 custom automation solutions, eliminating thousands of manual tasks and saving 13,000+ labor hours annually. The CERT RPA Provider Enrollment Validation Project was honored with the 2023 FORUM Health Award, underscoring the innovation and impact of Empower AI’s automation efforts.
The $21M HAS contract further demonstrated the agency’s trust in Empower AI to manage appeals, applications, and adjudication logistics with precision and care—critical functions that support Medicare integrity and citizen trust.
